Earth Wise seeks to engage, educate

Millbrook, N.Y. -- On January 2nd, WAMC Northeast Public Radio and the Cary Institute of Ecosystem Studies will debut a new radio show called Earth Wise: A look at our changing environment. The collaboration was formed to increase ecological literacy among radio listeners, with a focus on raising awareness about the science that underpins environmental issues.

The two-minute segments will air Monday through Friday at 11:10 AM and 4:04 PM on WAMC. With the Earth as its subject, Earth Wise content will be globally relevant. New topics will be featured daily, with coverage on climate change, energy, sustainable living, agriculture, and threats to air, water, and wildlife. Each segment will also highlight how individuals can make a difference.

Cary Institute President and noted scientist Dr. Bill Schlesinger will act as the narrator for Earth Wise. Using accessible language, and drawing on commentary from national experts, he will guide listeners through the science and policy of leading environmental concerns. "Our goal is to inspire listeners to make informed decisions about environmental issues facing society," notes Dr. Schlesinger. Adding, "Each listener has the capacity to be a positive change in the world."

"All of us at WAMC are incredibly happy with Earth Wise," says WAMC President and CEO Alan Chartock. "Our listeners have been asking for even more environmental programming and now they've got it. Dr. Bill Schlesinger is a brilliant scientist with a great voice, just made for radio. Newt Gingrich cries while recalling late mother (AP)

DES MOINES, Iowa ? Newt Gingrich choked up and wiped away tears Friday while recalling his late mother's struggle with depression and mental illness.

Speaking at an event with mothers in Des Moines, Iowa, the former House speaker said his focus on brain science issues stems directly from "dealing with the real problems of real people in my family."

"And so it's not a theory. It's, in fact, my mother," he said as he wiped away tears.

Kit Gingrich died in 2003 at age 77. Gingrich said she spent her final years in a long-term care facility suffering from depression, bipolar disease and gradually acquired physical ailments.

The moment was reminiscent of Hillary Rodham Clinton's teary-eyed response to a question just before the 2008 Democratic primary in New Hampshire. That rare, emotional response by the former first lady was credited with humanizing her in the eyes of voters. She went on to pull off a win in the state.

After showing his emotions, the cerebral Gingrich said he does "policy much easier than he does personal."

His wife, Callista, and two daughters, were in the audience.

"Callista will tell you I get teary-eyed every time we sing Christmas carols," Gingrich said.

Gingrich has fallen in recent Iowa polls, with the state's caucuses just several days away. He is in the midst of a 22-stop bus tour across the state.

Federal Appeals Court Rules Telecommunications Companies ...

In recent days, a federal appeals court ruled that a 2008 law granting telecommunications companies legal immunity for helping the National Security Agency with an email and telephone eavesdropping program is constitutional.

A three-judge panel of the 9th U.S. Circuit Court of Appeals unanimously affirmed the lower court ruling that the Foreign Intelligence Surveillance Act (FISA) is indeed constitutional.

The appeal was involving a case that consolidated 33 different lawsuits filed against various telecom companies, including AT&T, Sprint Nextel, Verizon Communications Inc. and BellSouth Corp. on behalf of these companies? customers.

The plaintiffs were represented by lawyers including the San Francisco-based Electronic Frontier Foundation and the American Civil Liberties Union. They accused the companies of violating the law and the privacy of its customers by collaborating with NSA on intelligence gathering.

The case is rooted in the new surveillance rules passed by Congress in 2009; these included protection from legal liability for telecommunications companies that allegedly helped the U.S. spy on Americans without warrants.

Cindy Cohn, legal director of the Electronic Frontier Foundation, who argued the case before the panel was quoted as saying in the December 29th foxnews.com article, ?Court OKs Immunity for Telecoms in Wiretap Case?: ?I?m very disappointed. I think the court reaches to try to put lipstick on a pig here. I think what Congress did was an abdication of its duty to protect people from illegal surveillance.?

In its ruling, the court made note of comments put forth by the Senate Select Committee on Intelligence involving the legal immunity?s role in helping the government gather intelligence.

Judge M. Margaret McKeown was quoted as saying: ?It emphasized that electronic intelligence gathering depends in great part on cooperation from private companies ? and that if litigation were allowed to proceed against persons allegedly assisting in such activities, the private sector might be unwilling to cooperate with lawful government requests in the future.?

However, in a separate opinion, a three-judge panel of the court pointed to two other lawsuits that challenged the warrantless surveillance program. Two groups of telecom customers sued the NSA for violating their privacy by collecting Internet data from AT&T from telecom companies in the surveillance program authorized by President George W. Bush.

Government lawyers have made attempts to stop such cases, on the grounds that defending the program in court would jeopardize national security. The suits will be sent back to U.S. District Court in San Francisco.

America?s Foreign Intelligence Surveillance Act of 1978 is an Act of Congress, which put in place procedures for the physical and electronic surveillance and collection of ?foreign intelligence information? between ?foreign powers? and ?agents of foreign powers?. This may also include American citizens and permanent residents suspected of being engaged in espionage and violating U.S. law on territory under United States control.

The National Security Agency/Central Security Service (NSA/CSS) is a cryptologic intelligence agency of the United States Department of Defense responsible for the collection and analysis of foreign communications and foreign signals intelligence, as well as protecting U.S. government communications and information systems, which involves cryptanalysis and cryptography.

Elderly can be as fast as young in some brain tasks, study shows

ScienceDaily (Dec. 27, 2011) ? Both children and the elderly have slower response times when they have to make quick decisions in some settings. But recent research suggests that much of that slower response is a conscious choice to emphasize accuracy over speed.

In fact, healthy older people can be trained to respond faster in some decision-making tasks without hurting their accuracy -- meaning their cognitive skills in this area aren't so different from younger adults.

"Many people think that it is just natural for older people's brains to slow down as they age, but we're finding that isn't always true," said Roger Ratcliff, professor of psychology at Ohio State University and co-author of the studies.

"At least in some situations, 70-year-olds may have response times similar to those of 25-year olds."

Ratcliff and his colleagues have been studying cognitive processes and aging in their lab for about a decade. In a new study published online this month in the journal Child Development, they extended their work to children.

Ratcliff said their results in children are what most scientists would have expected: very young children have slower response times and poorer accuracy compared to adults, and these improve as the children mature.

But the more interesting finding is that older adults don't necessarily have slower brain processing than younger people, said Gail McKoon, professor of psychology at Ohio State and co-author of the studies.

"Older people don't want to make any errors at all, and that causes them to slow down. We found that it is difficult to get them out of the habit, but they can with practice," McKoon said.

Researchers uncovered this surprising finding by using a model developed by Ratcliff that considers both the reaction time and the accuracy shown by participants in speeded tasks. Most models only consider one of these variables.

"If you look at aging research, you find some studies that show older people are not impaired in accuracy, but other studies that show that older people do suffer when it comes to speed. What this model does is look at both together to reconcile the results," Ratcliff said.

Ratcliff, McKoon and their colleagues have used several of the same experiments in children, young adults and the elderly.

In one experiment, participants are seated in front of a computer screen. Asterisks appear on the screen and the participants have to decide as quickly as possible whether there is a "small" number (31-50) or a "large" number (51-70) of asterisks. They press one of two keys on the keyboard, depending on their answer.

In another experiment, participants are again seated in front of a computer screen and are shown a string of letters. They have to decide whether those letters are a word in English or not. Some strings are easy (the nonwords are a random string of letters) and some are hard (the nonwords are pronounceable, such as "nerse").

In the Child Development study, the researchers used the asterisk test on second and third graders, fourth and fifth graders, ninth and tenth graders, and college-aged adults. Third graders and college-aged adults participated in the word/nonword test.

The results showed that there was a rise in accuracy and decrease in response time on both tasks from the second and third-graders to the college-age adults.

The younger children took longer than older children and adults to respond in the experiment, Ratcliff said. They, like the elderly, were taking longer to make up their mind. But the younger children were also less accurate than younger adults in this study.

"Younger children are not able to make as good of use of the information they are presented, so they are less accurate," Ratcliff said. "That improves as they mature."

Older adults show a different pattern. In a study published in the journal Cognitive Psychology, Ratcliff and colleagues compared college-age subjects, older adults aged 60-74, and older adults aged 75-90. They used the same asterisk and word/nonword tests that were in the Child Development study. They found that there was little difference in accuracy among the groups, even the oldest of participants.

However, the college students had faster response times than did the 60-74 year olds, who were faster than the 75-90 year olds.

But the slower response times are not all the result of a decline in skills among older adults. In a previous study, the researchers encouraged older adults to go faster on these same tests. When they did, the difference in their response times compared to college-age students decreased significantly.

"For these simple tasks, decision-making speed and accuracy is intact even up to 85 and 90 years old," McKoon said.

That doesn't mean there are no effects of aging on decision-making speed and accuracy, Ratcliff said. In a study in the Journal of Experimental Psychology: General, Ratcliff, McKoon and another colleague found (like in studies from other laboratories) that accuracy for "associative memory" does decline as people age. For example, older people were much less likely to remember if they had studied a pair of words together than did younger adults.

But Ratcliff said that, overall, their research suggests there should be greater optimism about the cognitive skills of seniors.

"The older view was that all cognitive processes decline at the same rate as people age," Ratcliff said.

"We're finding that there isn't such a uniform decline. There are some things that older people do nearly as well as young people."

Ratcliff co-authored the Child Development paper with Jessica Love and John Opfer of Ohio State and Clarissa Thompson of the University of Oklahoma. Ratcliff and McKoon co-authored the Cognitive Psychology and Journal of Experimental Psychology: General papers with Anjali Thapar of Bryn Mawr College.

Some of the research was supported with grants from the National Institute on Aging and the National Institute of Mental Health.

The Obama administration again declined to label China a currency manipulator, while it criticized Japan's efforts to limit the yen's appreciation.

Nigeria: Boko Haram Militants Strike on Christmas Day (Time.com)

Nigeria's Christmas from hell began around 7:30 a.m. at St. Theresa's Church in Madalla, a suburb of the capital Abuja, just as worshippers spilled outside from the popular service. "A man with a motorbike dropped a bag just outside the church," a church member told TIME. "One of our officials went to check what was in the bag and at the same time he reached it -- that was when there was an explosion. Everybody started running. You can imagine how many people were running around. We thought the explosion was from one car that was parked outside, but we now discover it was actually the bag that my colleague went to check." The blast partially destroyed the church roof and shattered glass in nearby buildings. It turned out to be part of a wave of bomb blasts striking packed churches and towns across Nigeria as Islamist militants launched a Christmas Day bombing spree that left at least 39 dead and scores more wounded in Africa's most populous nation.

"With my own two eyes, I saw a whole family, five of them, perish in their car which was next to the explosion," Idriss, a 43-year-old truck driver, told TIME over the phone. "I counted 27 bodies. Not only in the church, outside there were two drivers dead on top of their okadas [the local motorcycles used to navigate the area's choked streets]." Among the dead were three policemen stationed to guard the church, the police area commander told TIME. Security has been beefed up in churches nationwide amid repeated threats from the Islamist militant group Boko Haram. (See photos of Boko Haram's August bombing in Nigeria.)

Angry Christian youths, furious over the attack, initially refused to let the dead bodies be cleared away from the smoldering rubble, demanding that President Goodluck Jonathan personally see what had taken place. Officials from the National Emergency Management Agency struggled with a shortage of ambulances. Policemen eventually cordoned off the area and dispersed the mob by reportedly firing live rounds into the air.

It was not the first bombing in the capital region. Boko Haram members allegedly detonated Nigeria's first ever suicide bombing in August at the U.N. compound, killing 24. The group, which draws inspiration from Afghanistan's Taliban movement, is fighting for a strict interpretation of Shari'a across Nigeria's 160 million-strong population, which is roughly split between Muslim and Christian. Boko Haram (which -- in Hausa, a language in northern Nigeria -- roughly means Western Education Is Sacrilege) is believed to have been behind four subsequent explosions.

On Christmas Day, a person claiming to speak on behalf of Boko Haram claimed responsibility for the Madalla church attack and another attempted explosion that struck the central city of Jos -- an ethnic and religious melting pot that has borne the brunt of Nigeria's sectarian violence. "A police patrol car sighted three men on a motorbike. There was exchange of gunfire and the men threw the bomb into the church compound," a Jos state official said, speaking on condition of anonymity. He said the policeman died on the way to hospital, but no other casualties were reported. In Jos, traditional celebrations and planned family reunions had already been scrapped in the run-up to Christmas amid painful memories of a Christmas Eve bomb that killed some 32 people last year, residents said. "The streets are so empty it's like it's not even Christmas. Nobody wants to go out even to buy cigarettes because of all this fear," said Chidi Emweku, 31, a university student.

Meanwhile explosions struck two other towns in Yobe, one of the impoverished northeastern states where Boko Haram traditionally operates. One was in a church in Damaturu, according to residents. The police commissioner said details were not immediately available. (See why Boko Haram is al-Qaeda's new friend in Africa.)

Earlier in the week, the Nigerian chief of army staff, Azubuike Ihejirika, said three soldiers were killed when police raided a suspected Boko Haram bombmaking factory in Damaturu. "There was a major encounter with the Boko Haram in Damaturu," Ihejirika said. "In the encounter, we lost three of our soldiers, seven were wounded. But we killed over 50 of their members." Hospital and morgue workers who spoke to TIME said almost all the 50 bodies they saw were civilians. Critics say the army's frequent incursions into areas where Boko Haram has popular support has fueled the cycle of violence. The group's fierce antigovernment rhetoric has also earned support in the arid, predominantly Muslim northeastern states of Yobe and Borno, where unemployment and poverty far exceed that in the oil-rich south, where Christians abound.

Experts are anxiously monitoring Boko Haram's ability to strike regularly beyond Yobe and Borno, amid claims from the group that its members have traveled to neighboring Chad and as far east as Somalia for training and financing. A December 2011 report from the U.S. Congress said the organization -- along with al-Qaeda in the Islamic Maghreb, which operates just north of Nigeria's Sahel desert -- posed a growing threat to American interests.

Activist Shehu Sani, president of Civil Rights Congress of Nigeria, said several attempts to broker a cease-fire between the group and the government collapsed amid mutual mistrust. "The only option is dialogue. For as long as the group has foot soldiers willing to use their bodies, using force will not work against them," he said. The violence prompted condemnations from around the world, including a statement from the White House, which called the attacks "senseless" and pledged to work with Nigerian officials to bring those responsible to justice.

President Jonathan said there was "no reason" for what he called "an ugly incident." "This is one of the challenges of this Administration. This will not be forever, it will end one day," he said in a statement. But many Nigerians wonder when it will end. Idriss, standing amid the wreckage in Madalla, said he had fled Jos earlier in the week after news of gun battles day after day in the north of the country filtered through. "I just wanted to be somewhere safe, but look what happened," he said as sirens wailed in the background.

Indiana Secretary of State was not eligible for office: judge (Reuters)

INDIANAPOLIS (Reuters) ? Indiana's Republican Secretary of State Charlie White was not eligible to run for the office he now holds and his opponent should be named the winner of the November 2010 election, an Indiana judge ruled.

The Republican secretary of state, who faces seven felony charges including vote fraud, defeated Democrat Vop Osili by more than 340,000 votes in the election. Opponents contended White was not properly registered as a candidate.

White was registered at his ex-wife's address when he voted in the May 2010 primary and was not registered at his address until after the deadline for filing a declaration of candidacy or certificate of nomination, Judge Louis Rosenberg found in a ruling dated December 21.

Rosenberg, a Marion County Circuit Court judge, reversed a 3-0 Indiana Recount Commission decision finding White eligible and returned the matter to the commission with instructions to certify Osili as secretary of state.

Indiana Attorney General Greg Zoeller, representing the Recount Commission, will seek a stay of Rosenberg's ruling and is reviewing a possible appeal, spokesman Bryan Corbin said.

"Charlie White is the secretary of state and will continue to do the work of secretary of state as he has done since taking office, commission spokesman A.J. Feeney Ruiz said.

Democrats had said White did not change his address so he could retain a town council position. White has denied the allegations of voter fraud.

Indiana Democratic Chairman Dan Parker said the ruling validated months of efforts.

"As a result of his vote fraud, Charlie White was never eligible to be a candidate for this office, and he's done nothing but embarrass Hoosiers since wrongfully assuming the position," Parker said.

Chronic School Absenteeism Linked to Mental Health Problems (HealthDay)

THURSDAY, Dec. 22 (HealthDay News) -- Children who miss school often are more likely to have symptoms of mental health problems as teens, a new study finds.

Researchers from the University of California, Los Angeles and colleagues compiled information on 17,000 students in grades 1 through 12.

The study found kids in second through eighth grades with mental health problems, such as antisocial behavior or depression, missed more school days than kids without those issues.

Middle and high school students who missed a lot of school were also more likely to be later diagnosed with mental health issues.

The study is in the journal Child Development.

"We've long known that students who are frequently absent from school are more likely to have symptoms of psychiatric disorders, but less clear is the reason why," said lead study author Jeffrey Wood, an associate professor of educational psychology and psychiatry at UCLA, in a Society for Research in Child Development news release. "These two aspects of youths' adjustment may at times exacerbate one another, leading over the course of time to more of each."

Because chronically missing school might influence the development of mental health issues and vice versa, researchers said programs that treat both mental health issues and school absenteeism are important.

Romney May Have Weaknesses Against Obama on Four Issues (ContributorNetwork)

COMMENTARY | The Republican convention isn't until August, but presidential contenders have been competing for dollars, endorsers, airtime, and supporters for nearly nine months. They've participated in 18 of 29 scheduled debates. As competitors take turns leading the polls, Mitt Romney's support remains relatively steady.

Romney's economic plan reflects standard Republican positions -- reducing taxes and spending, and forcing the states to address massive national problems.

Meanwhile, President Barack Obama is running on his record of achievements, including stabilizing unemployment and the economy, reforming Wall Street oversight and consumer protection, ending the Iraq war, repealing Don't Ask Don't Tell, and making college and health care more affordable.

Incumbent presidents always have an advantage, but four domestic issues illustrate their fundamental differences and Romney's weaknesses, and they could pose problems with middle-class voters.

Jobs and the Economy

Obama's American Jobs Act will create millions of jobs restoring our dangerously crumbling infrastructure, thus promoting more private investment and expansion. His policies invest in American workers and American-made products, while extending retraining and unemployment benefits to workers whose employers shipped their jobs overseas.

Romney has no specific jobs plan, but emphasizes increasing trade, cutting corporate taxes, eliminating health, safety, and financial regulations, restricting organized labor while expanding organized corporate sovereignty, further limiting aid to the poor and unemployed, and capping federal spending.

Education and Training

Obama's programs raised education standards and invested in school buildings, teachers, scholarships, and the post-9/11 G.I. Bill. Now veterans and working and middle-class students can access a college education. His $2 billion investment in community colleges raised completion rates and created new programs for a modern workforce. He granted relief to states from Republican No Child Left Behind mandates, allowing more local solutions to education issues.

Romney would consolidate multiple federal job-retraining programs for unemployed workers whose skills are obsolete. He doesn't address traditional education at all.

Health Insurance Reform

Obama's Patient Protection and Affordable Care Act doesn't reform health care. It reforms the way Americans pay for it. PPACA extends health insurance to 32 million Americans, including young adults dependent on their parents, patients with pre-existing conditions, and families with unemployed breadwinners. Now, insurance companies can't cancel coverage when patients get sick. By 2013, 88 million Americans will have access to more preventive care. It will reduce the deficit by $127 billion in 10 years.

Romney wants to repeal PPACA and replace it with "market-based reforms." He wants to expand Health Savings Accounts and limit legal damage awards to victims of negligent doctors.

Regulations

Regulations don't appear from nowhere. Laws require government agencies to create them in order to apply the law for daily use. All are listed in the U.S. Code of Federal Regulations. The strict regulatory procedure includes opportunity for public input.

Obama's Wall Street Reform and Consumer Protection Act prevents future government bailouts of unscrupulous banks and investment firms and protects consumers from dishonest financial practices. His administration established new health and safety regulations for offshore oil drilling and chemical emissions from power plants, increased fuel economy for motor vehicles, and more state and local options under the No Child Left Behind Act.

Romney promises to eliminate Wall Street financial activity and environmental protection rules and to "review and eliminate Obama-era regulations."

The first three of these topics affect the daily lives of voters and are the kind of "kitchen table" issues that decide elections. The fourth is important because most voters aren't familiar with regulatory procedures, but they know when "there oughta be a law."

FDA approves first handheld device to detect life-threatening brain bleeding

ARLINGTON, Va. Battlefield corpsmen and medical professionals across the country gained a valuable tool last week, as the Food and Drug Administration approved the first hand-held device to detect life-threatening bleeding in the brain.

Research on the unit, called the Infrascanner, was initiated and funded by the Office of Naval Research (ONR).

The portable, battery-powered medical device reveals intracranial hematomas soon after an injury, and could be a lifesaver for Sailors and Marines injured at sea or on battlefields far from the diagnostic machines available in hospitals.

Experts say early detection of brain trauma is essential.

"When a brain injury occurs, every moment without an accurate assessment can determine a person's risk" of severe injury or death due to a brain bleed, said Theresa Rankin, a traumatic brain injury survivor who works with Brain Injury Services.

The Infrascanner could be a particular boon to the Department of the Navy (DON), as heavy computed tomography (CT) machines are not normally carried aboard ships in the frigate or destroyer class, or in the field with the Marine Corps.

"Naval warfighters, on ship or land, may be a great distance away from any definitive medical care," said Dr. Michael Given, ONR's program manager for expeditionary medicine, combat casualty care. "So something like this could be very useful, almost essential."

The device is designed for quick and easy use.

"You can do the whole scan in a minute or so," said Given. "We tried to make it simple. Just a red-green lighted spot kind of display. So red, you're in trouble; green, everything's great. There are three sizes of red dots so you can tell if the bleeding is progressing. Simple and effective."

Warfighters diagnosed with hematoma would be immediately sent to advanced medical facilities.

The Infrascanner detects near-infrared light that penetrates into the skull. Pooled blood from hematomas absorbs that light differently from oxygenated blood circulating in blood vessels, and the device detects that difference.

Given said the greatest danger from hematomas is that they are sometimes not discovered until too late.

"If it goes undiagnosed and things look normal, and maybe a day later, you die of cerebral hemorrhage," he said. "And it could be because people have a headache and then take aspirinthat interferes with the coagulation cascade, so they start bleeding even more.

"If you don't know it's going on, that's the danger," he added. "So that's where this device fits in."

The revolutionary tool could see quick deployment. According to Dr. Baruch Ben Dor, president of Philadelphia's InfraScan which makes the Infrascanner, a plan is already in place through ONR to move the system to field evaluation with the Marine Corps Systems Command.

The Marines are testing and "ruggedizing" a version of the device that meets military standards for resistance to water, sand, corrosion by salt spray and more.

Traumatic brain injury (TBI) touches many veterans and military families. Blasts are a leading cause of TBI in war zones, according to the Centers for Disease Control (CDC), affecting memory and reasoning, sensory perception, communication ability and emotional well-being, as well as increased risk of unpredictable epileptic seizures and early onset of brain disorders typically associated with age.

Of the 1.4 million Americans diagnosed with TBI yearly, the CDC estimates 50,000 will die.

Rankin, who also founded brainlinemilitary.org, commended ONR's research.

"Clearly, this naval medical technology will have a global impact," she said, "because the field of neurotrauma continues to struggle with the lack of portable transformative diagnostic technology.

"The Office of Naval Research is ready to set a new standard of excellence."

FDA approves first handheld device to detect life-threatening brain bleeding

ARLINGTON, Va. Battlefield corpsmen and medical professionals across the country gained a valuable tool last week, as the Food and Drug Administration approved the first hand-held device to detect life-threatening bleeding in the brain.

Research on the unit, called the Infrascanner, was initiated and funded by the Office of Naval Research (ONR).

The portable, battery-powered medical device reveals intracranial hematomas soon after an injury, and could be a lifesaver for Sailors and Marines injured at sea or on battlefields far from the diagnostic machines available in hospitals.

Experts say early detection of brain trauma is essential.

"When a brain injury occurs, every moment without an accurate assessment can determine a person's risk" of severe injury or death due to a brain bleed, said Theresa Rankin, a traumatic brain injury survivor who works with Brain Injury Services.

The Infrascanner could be a particular boon to the Department of the Navy (DON), as heavy computed tomography (CT) machines are not normally carried aboard ships in the frigate or destroyer class, or in the field with the Marine Corps.

"Naval warfighters, on ship or land, may be a great distance away from any definitive medical care," said Dr. Michael Given, ONR's program manager for expeditionary medicine, combat casualty care. "So something like this could be very useful, almost essential."

The device is designed for quick and easy use.

"You can do the whole scan in a minute or so," said Given. "We tried to make it simple. Just a red-green lighted spot kind of display. So red, you're in trouble; green, everything's great. There are three sizes of red dots so you can tell if the bleeding is progressing. Simple and effective."

Warfighters diagnosed with hematoma would be immediately sent to advanced medical facilities.

The Infrascanner detects near-infrared light that penetrates into the skull. Pooled blood from hematomas absorbs that light differently from oxygenated blood circulating in blood vessels, and the device detects that difference.

Given said the greatest danger from hematomas is that they are sometimes not discovered until too late.

"If it goes undiagnosed and things look normal, and maybe a day later, you die of cerebral hemorrhage," he said. "And it could be because people have a headache and then take aspirinthat interferes with the coagulation cascade, so they start bleeding even more.

"If you don't know it's going on, that's the danger," he added. "So that's where this device fits in."

The revolutionary tool could see quick deployment. According to Dr. Baruch Ben Dor, president of Philadelphia's InfraScan which makes the Infrascanner, a plan is already in place through ONR to move the system to field evaluation with the Marine Corps Systems Command.

The Marines are testing and "ruggedizing" a version of the device that meets military standards for resistance to water, sand, corrosion by salt spray and more.

Traumatic brain injury (TBI) touches many veterans and military families. Blasts are a leading cause of TBI in war zones, according to the Centers for Disease Control (CDC), affecting memory and reasoning, sensory perception, communication ability and emotional well-being, as well as increased risk of unpredictable epileptic seizures and early onset of brain disorders typically associated with age.

Of the 1.4 million Americans diagnosed with TBI yearly, the CDC estimates 50,000 will die.

Rankin, who also founded brainlinemilitary.org, commended ONR's research.

"Clearly, this naval medical technology will have a global impact," she said, "because the field of neurotrauma continues to struggle with the lack of portable transformative diagnostic technology.

"The Office of Naval Research is ready to set a new standard of excellence."
