Whistleblower accuses Putin's ally of corruption
MOSCOW (AP) ? Russia's leading corruption whistleblower on Friday accused Prime Minister Vladimir Putin's close ally Igor Shuvalov of graft.
Alexei Navalny posted on his blog the scans of documents that show tens of millions of U.S. dollars transferred to the account of Shuvalov's company from companies that Navalny alleges are owned by billionaires Roman Abramovich and Alisher Usmanov.
Navalny's disclosure follows articles in the Financial Times and the Wall Street Journal earlier this week that mentioned the same murky deals.
Since 2008, Shuvalov, a deputy prime minister, has overseen investment, economics and finance in Putin's government. Shuvalov said his family's income was 1.4 billion rubles ($48 million) between 2008 and 2001, most of which came from his wife. They also declared ownership of upmarket properties in Russia and overseas.
Shuvalov insisted that he accumulated wealth before he became a public servant in 1997, and that he paid all the necessary taxes. He has denied any wrongdoing.
The Shuvalovs made hefty returns on investments in shares of the gas monopolist Gazprom by buying them before a market liberalization law was enacted to boost the shares' value. Shuvalov's allies deny the deputy prime minister had any insider knowledge.
In a rare public statement Alexander Voloshin, former presidential chief of staff, wrote on his blog on the Ekho Moskvy website on Thursday that the liberalization of the Russian gas market was a common knowledge before it happened and that "at the time of buying the shares Igor did not have any sacred knowledge different from what everybody already knew."
Voloshin also suggested that the "PR campaign" against Shuvalov, known for his liberal views, could have been orchestrated by his "foes and ill-wishers" who oppose a further liberalization of the economy and don't want to see him in the next government.
Prompted by Navalny, the hashtag "ShuvalovThief" in Russian was briefly trending on Twitter.

LONDON (AP) ? Britain has planned for a dizzying array of security nightmares surrounding the Olympics, including a coordinated attack like the London transit bombings, a dirty bomb or a cyberattack.
In the wake of France's deadly shootings, one scenario weighing heavily on the minds of security officials is the self-starter operating with little or no help from others.
And, they admit, there are limits to what security personnel can do.
"You cannot exclude something similar," said Denis Oswald, head of the International Olympic Committee's coordination commission for the London Games.
"Every Olympic venue will be specially protected, but of course, when you are in the street, people waiting for the bus waiting to go to an Olympic venue could be a target."
Mohamed Merah ? a 23-year-old Muslim extremist who says he trained in Afghanistan ? claimed responsibility for killing paratroopers, Jewish children and a rabbi in a weeklong shooting rampage in the French city of Toulouse. Police shot him dead last week after a 32-hour standoff.
French politicians have painted him as a "lone wolf" killer. But police are looking for possible accomplices, and suspicions grew that he had help when it turned out an apparent video of the attacks sent to the Al-Jazeera news network was not sent by Merah.
French officials say Merah moved in extremist Muslim circles in France and had been to Afghanistan twice. He told police he had trained in the Pakistani militant stronghold of Waziristan. He also had a long criminal record and a brother who had been suspected in a 2007 network that sent militant fighters to Iraq.
But French officials say there wasn't enough evidence of a threat to put Mohamed Merah under regular surveillance. Olympic security officials face a similar problem with some Islamic radicals in Britain ahead of the games.
"The reality is that there are hosts of people like this and most of them will never do anything," said a British government official who spoke on condition of anonymity to the AP because of the sensitivity of his work. "You can't follow everyone around."
That doesn't mean Britain isn't one of the most high-security nations in the Western world.
Since British suicide bombers killed 52 people during rush-hour attacks on July 7, 2005, MI5 and police counterterrorism units have vastly boosted their intelligence network. The country's surveillance agency, known as GCHQ, has the capability to listen in on people's telephone conversations and monitor their online communications. Surveillance units have also been attached to troops serving in places such as Afghanistan, specifically to gather intelligence that may lead back to Britain.
There are also special teams to look at suspect financial transactions ? an aspect of anti-terror strategy that gained more attention following last year's terror attacks in Norway.
Rightist extremist Anders Behring Breivik's set off a 2,100-pound (950-kilogram) fertilizer bomb in the heart of Oslo that killed eight people before going on a shooting rampage at youth camp that left 69 dead. Breivik's name came up on a list of people who had transferred money to Polish chemical firm under scrutiny in an international anti-terror initiative ? but Norwegian authorities didn't investigate further because his order was so small.
"The profile of these loners is different to what we saw with the four suicide bombers in 2005," said Noman Benotman, a former jihadist with links to al-Qaida who still maintains contacts within the jihadist community. "Many of them have some training, a strong conviction and they manage to stay off the radar for the most part."
Although the 8,000-mile torch relay starts in May ? more than two months ahead of the games ? security and law enforcement officials are bracing for a number of potential threats as the torch snakes though Northern Ireland, the Republic of Ireland and parts of the U.K.
Inside Britain's domestic spy agency of MI5, a clock counts down the minutes before the torch arrives in England.
"To terrorists, the Olympics present a golden opportunity because they know they will get the world's attention," said Benotman, who now works as an analyst for the London-based Quilliam Foundation. "It doesn't really matter whether they kill seven or 70."
Although there is no intelligence to suggest a credible and specific threat to the games, officials have spent years taking precautions for the Olympics since London won the bid the day before the 2005 attacks.
Britain is already known as a leader in 'Big Brother' surveillance ? there are nearly 30 CCTV cameras near George Orwell's house alone in North London. The author of "1984" warned more than six decades ago of a time when it would be nearly impossible to escape from the watchful eyes of the state.
For the games, more cameras will be added to Britain's 4.3 million, and some will be used in conjunction with advanced facial recognition software and databases that can match vehicle registration numbers to names.
Olympic venues have also been designed with security threats in mind ? special shatterproof glass has been installed, structures have been built with advice from explosives experts and pathways have been laden with curves and gaps deliberately meant to slow down a potential attacker.
"If you look at the Internet, there are web sites calling exactly for these types of lone-wolf attacks," said Rob Wainwright, head of The Hague-based Europol, which will be sharing databases with law enforcement officials during the Olympics.

Madonna made a splash when she took the stage alongside Avicii at the Ultra Music Festival last weekend, and her appearance there has continued to garner headlines, in part thanks to a now-deflated feud with Deadmau5. But the buzz about the Queen of Pop co-signing EDM in such a major way is not lost on the genre's shiniest stars.
"It was one of the big highlights of my career, not to mention of my entire lifetime," Avicii told MTV News about Madge's cameo at the annual dance music festival in Miami. Her love affair with the genre continues to grow, and evidenced by MDNA's pulsing beats, dark electronic melodies and sexy anthems about finding love on the dance floor.
"I think Madonna always looks for the new, fresh thing," Tiësto told MTV News in Miami. "And she's always been about what I always [say,] 'Don't imitate, innovate.' And she's always been at the top of her game ... and I'm very curious to see what she's up to next, but I can only respect her that she's been around so many years. It's an inspiration."
In addition to Orbit, Madonna has worked with other EDM all-stars, including Benny Benassi and Martin Solveig. And it's those ties that bind her so closely to the genre.
"I think Madonna's always flirted with dance music, even from the beginning," Tommy Trash explained. "Like all that '80s stuff, you know? I think what she's doing is great; she's like a legend and I'd love to work with her."
That history with dance music is not lost on BBC Radio 1 DJ Pete Tong. "I think she's been, from the very first day I heard about her, she was on the dance floor at Danceteria, [the] legendary club in New York City," he recalled. "Every single record, she has embraced the dance culture, or one element of it of the day, throughout her career."

Four Ways to Drama-Proof Your Relationships | Joy in This Journey
I read a horrific story yesterday about a gang murder in Asia. A member of the gang (apparently on the run for assassinating a government leader) stole money from the gang. His fellow members beat him to death with a hammer for his betrayal, then cannibalized him. Stories like this remind me how many people are dying in ghastly ways around the world while I drive my air-conditioned minivan to the gym. They also remind me how people lose all perspective and allow little dramas to take over their lives.
I had hoped that the drama-mongering would stop when my friends and I graduated high school. That hasn?t happened. My friends and I have all found our lives flooded by relationship crises at one time or another. Some even seem to enjoy it, chasing drama like a hound tracking a fox.
I?ve lost myself within relationships, finding my identity in a job or a position. After the wrenching agony that inevitably follows such surrender, I?ve kept everyone at arm?s length and sworn never to go down with a sinking ship again, only to suffer loneliness and isolation. We need to find a middle ground between these two extremes. I?m seeking that sweet spot in which I maintain my identity as an individual while also cultivating deep fulfilling mutually-beneficial relationships.
Here are four tips I?ve learned along the way. A little discernment could save your life.
- Give relationships the ?What if I leave?? or ?What if it?s taken away?? test.
While it can seem impractical, I think it is important to consider this question seriously. The more visceral your response, the more you have cause for concern. Ask yourself why you cannot imagine leaving or life without it. What would you lose? What would you gain? Is the other party holding something over your head, blackmailing you, or threatening you with dire repercussions? What part does jealousy play, if any? Are others allowed to enter and leave the circle too? Every relationship should be voluntary or have terms clearly stated up front so you know what you?re getting into (such as a lending relationship with a bank). Anything else is abusive and manipulative. It is slavery. - Diversify.
Be purposeful about making friends and developing relationships in a variety of circles. If everyone you spend time with is a coworker, your job gains unhealthy control over your life. If every friend is in your church, you have nowhere to turn if corruption destroys it or the leadership turns on you. We need relationships in our neighborhood, at work, at church, at school, and in hobbies or volunteer groups. Keep in mind as you diversify, that many of your friendships will be circumstantial, based on proximity, and will ebb and flow with your life changes. While these changes are difficult, this is normal and expected. It is very important to identify and develop at least one independent friendship that will remain through cross-country moves, church/faith and job changes, and different stages of life (single, married, divorced, parenthood, empty-nester). Update: Frank Viola posted today on what makes a good friendship today. His list is an excellent elaboration on types of friendships. - Step back and look at the big picture.
What kind of relationships do you have? How much time have you invested in them??How does each relationship influence you? Is it mutually-beneficial or one-way? (This isn?t necessarily bad ? we should all be willing to invest in someone who is in a very needy stage, but neither should this monopolize us.) Does it drag you through crisis after crisis? What effect does it have on your credibility and reputation? Answering? these questions should help you allot each relationship an appropriate level of influence, or remove unhealthy ones altogether. - Take a break when relationships get out of balance.
This is a way to help you answer the ?What if I leave?? question. We?re all replaceable, and it?s good for everyone to recognize that. If you have to, you really can drop everything and walk out. If the other person or group actually falls apart without you, you were an unhealthy relationship for them, too, and it was bound to fall apart anyway (you?re going to die one day, right?). You may be able to return later, you may not. I?ve taken breaks and stepped back, and the end result was different each time.

Pipe Down! That Noise Might Affect Your Plants

Researchers haven't given much thought to the effect of noise and noise pollution on plants. After all, plants don't have ears ? at least, not the kind you hear with ? so there doesn't seem to be much point. But thanks to ecologist Clinton Francis, that could be about to change.
Francis is a postdoctoral researcher at the National Evolutionary Synthesis Center in North Carolina. But he has spent the past few years in northwestern New Mexico, studying noise pollution in Rattlesnake Canyon.
Gnarled juniper trees and pinon pines dominate the canyon's landscape of high mesas and rough sandstone cliffs. Tucked in among the trees are thousands of natural gas wells, about a third of them pressurized by ear-splitting compressors.
"They run 24 hours a day, 365 days a year, with the exception of periodic maintenance," Francis says, "so they are going all the time."
Since 2005, he has been studying how Rattlesnake Canyon's birds respond to the compressors' nonstop racket. And it looks like the noise is having an effect.

"Black-chinned hummingbirds, for example, tend to prefer and settle in really noisy landscapes, and Western scrub jays tend to avoid these noisy areas," he says.
If the noise is changing the way the birds behave, Francis wondered, it might have an effect on plants in the area, too. Take, for example, the relationship between pinon trees and scrub jays.
"We know that jays are really important seed dispersers for pinon pine," Francis says. The jays bury the seeds to snack on later, but inevitably, some get forgotten and grow into new pine trees.
Francis already knew there were fewer pine seedlings at noisy sites. Was that because the noise was keeping the jays away from their pine nuts?
To find out, Francis set up motion-trigger cameras at both noisy and quiet sites, put out some seeds and waited.
As he predicted, the jays were only stashing nuts at quiet sites, not at noisy ones. But in a twist, the seeds at noisy sites were being gobbled up anyway ? by mice. And the mice weren't leaving any seeds behind to sprout.
It looked like the compressor noise was hitting the pine trees with a double whammy. "We're just not getting as many seeds going into the seed bank in noisy areas, and the ones that do might be consumed by the mice," Francis says.

But he also says the effect of noise on the canyon's plants isn't all bad. A flower pollinated by hummingbirds did better near the compressors. Remember, hummingbirds seem to like the noise ? probably, Francis says, because it drives away the scrub jays that would otherwise eat the hummingbirds' eggs and young.
Francis just published his research in the British journal Proceedings of the Royal Society B. And other researchers are already taking note.
Ecologist Gail Patricelli, of the University of California, also studies how gas-drilling noise affects birds ? in her case, the greater sage grouse. She says as far as she knows, Francis' work is the first to show how noise affects plants.
"You kind of hit yourself on the forehead and think, why didn't I think of that?" Patricelli says. And even at her remote field site in Wyoming, she says, it's not quiet.
"We hear airplanes, we hear roads going, you know, way off in the distance that are too far away to see, and yet you can still hear them, because sound travels much, much further than a lot of the other types of disturbance," Patricelli says. "And so it's just an enormous land area that's impacted by noise, and we know remarkably little about what that noise does to the ecosystem."
But it seems likely that for long-lived species like the pinon pines in Rattlesnake Canyon, the effects of noise may continue to reverberate long after the compressors have gone silent.

The family had lived in the house in San Diego County for only a few weeks, after moving from Michigan, Alzaidy said. Alzaidy told the newspaper her father and Alawadi's husband had previously worked together in San Diego as private contractors for the U.S. Army, serving as cultural advisers to train soldiers who were going to be deployed to the Middle East.
El Cajon, northeast of downtown San Diego, is home to some 40,000 Iraqi immigrants, the second largest such community in the U.S. after Detroit.

BRUSSELS (AP) ? The European Union is moving closer to introducing mandatory quotas for the number of women on company boards after businesses failed to make sufficient progress in gender equality over the past year.
The EU's Justice Commissioner, Viviane Reding, said Monday that at the current rate it would take more than 40 years for women to hold 40 percent of board positions in Europe's publicly traded companies.
"One year ago, I asked companies to voluntarily increase women's presence on corporate boards," Reding said. "However, I regret to see that despite our calls, self-regulation so far has not brought about satisfactory results."
The European Commission, the EU's executive arm, said that over the past 12 months, only 24 companies had signed a pledge to ensure that 30 percent of their board positions are held by women by 2015. By 2020, that figure should increase to 40 percent.
At the moment, only one in seven ? or less than 14 percent of ? board members at Europe's biggest companies are women, the Commission said. That's up only slightly from just under 12 percent in 2010 and despite the fact that 60 percent of university graduates are now women.
The percentage of women chairing major European companies even fell slightly over the past two years, to 3.2 percent from 3.4 percent in January 2010.
The Commission says that the low presence of women in decision-making positions in big companies is not only a sign of gender inequality, but also hurts companies' results.
"Women do not mean cost for companies, women mean a benefit, women mean business," Reding said, citing studies that firms with equal representation of women on their boards had 56 percent higher operating profit compared with companies with all-male boards.
Women ask more questions, are less likely to take decisions with high short-term risks and, since they take the majority of spending decisions in households, and have better feelers for changes in consumer demand, Reding said.
The Commission is now asking companies and citizens whether they believe quotas are necessary, as well as what targets and potential sanctions should be set. It said legislation on gender equality ? including quotas ? could come later this year based on that consultation...
"I am not fond of quotas," Reding said. "But I very much like what quotas do."
Several EU states ? including Belgium, France, Italy, the Netherlands and Spain ? have already adopted gender quotas for companies, while others have minimum levels for women in state enterprises.
Reding said that national legislation, or even the prospect of national legislation, helped lift more women into powerful posts. France alone was responsible for half the EU-wide increase, Reding said, bringing its own percentage to 24 percent from just 12 percent a year earlier.
However, she stressed that quotas have so far not been the main way to increase representation of women. Northern countries like Finland, Sweden or Latvia, which don't have quotas, boast the biggest percentage of women on company boards in Europe.
"Quotas itself are not sufficient. You also have to bring women in the pipeline," Reding said, pointing to better child-care provision by the state and more equal division of responsibilities between parents.
However, she said legislation would be a good way to create change in the short-term. "I believe it is high time that Europe breaks the glass ceiling that continues to bar female talent from getting to the top in Europe's listed companies."
