New England Patriots owner Robert Kraft has taken his team to England for regular-season games, and he'd gladly do it every season.

Kraft isn't just talking about the once-a-year featured game in London. He said Wednesday the NFL is ready for a franchise based across the pond.

"I personally think we should have a franchise in London and that is something I am going to push for," Kraft said, according to Sky Sports, at a speaking engagement in England. "I think I said that the last time we were over here in 2009 and before this next decade is out, I hope we have a team here. I think that would be right for the NFL and this fan base has proven they deserve it."

The NFL schedules one regular-season game each year in England and there are plans to expand to two games per season. Kraft believes the time is right to expand even further, but assured New Englanders it won't be the Patriots.

"I think we're starting to tap out in the United States," Kraft said. "If you look at the last Super Bowl we were in this past season, we had over 180 million people watching -- that's almost two thirds of America. So for us to grow the game, we have to expand globally. Having seen the kind of support we have received here in London, it is the intention of the NFL owners to get two games here, starting next year."

Critical Mass: Filmmaker hopes to feature 3 NCDT dancers

A Colorado filmmaker is creating a documentary about three members of N.C. Dance Theatre, and she has turned to crowdfunding to help her put on the finishing touches.?

"Strength and Beauty" is the title and the theme of the film -- a group portrait of three ballerinas -- that Chelsea Wayant has gotten to the editing stage. She has posted her project on the funding site Kickstarter in hopes of raising $6,000 to get it to the screen. ??


Chelsea Wayant is a onetime ballet student who held onto her love of dance after her career aspirations turned toward film. She has a bachelor's degree in filmmaking from the University of Colorado at Boulder and a master of fine arts from UNC Greensboro. Her first feature film won the prize for best narrative feature at the 2009 Ava Gardner Independent Film Festival in Smithfield.?


Beginning in March 2011, Wayant shot more than 40 hours of film at NCDT. ?Wayant focused on three dancers who stood at different stages of their lives: Melissa Anduiza, just getting started as a professional; Alessandra Ball, in mid-career and preparing to star in "Sleeping Beauty"; and Traci Gilchrest, a veteran who was beginning to taper off.?


By introducing audiences to the three ballerinas, Wayant wants to "give voice to an icon that is in danger of disappearing from our society," she says in her Kickstarter appeal.?


The $6,000 she seeks would pay for a sound-editing specialist and help with film-contest fees. Pledges are nearly $1,200, and the Kickstarter deadline is July 9. Egyptian president moves into Mubarak's old office

CAIRO (AP) ? The new Egyptian president Mohammed Morsi moved first thing Monday morning into the office once occupied by his ousted predecessor Hosni Mubarak and started work on forming a government even before he had a clear picture of what he could do after the ruling military stripped most of the major powers from his post.

The country breathed a sigh of relief that at least the question of who won the presidential runoff had been resolved on Sunday after the first free and fair elections in Egypt's modern history. People returned to work a day after a panic that sent many home early for fear that violence might erupt when the winner was announced. Traffic was flowing again through Cairo's Tahrir Square, the birthplace of last year's uprising and a major intersection that had been blocked for nearly a week by Morsi supporters protesting against the military's power grab.

Egypt's benchmark stock index closed with record gains of 7.5 percent in a sign of optimism after a president was named. And newspapers were brimming with upbeat headlines, after a week of rumors and scaremongering. "Morsi president on orders from the people: The revolution reaches the presidential palace," said a banner headline in independent daily Al-Shorouk.

"His priority is the stability on the political scene," said Yasser Ali, a spokesman for Morsi who said the president was in his office to consult on forming a new government and choosing his team.

Morsi, from the fundamentalist Muslim Brotherhood group, is the first Islamist president of Egypt. He defeated Mubarak's last prime minister, Ahmed Shafiq, in a tight race that deeply polarized the nation.

Now he faces a daunting struggle for power with the still-dominant military rulers who took over after Mubarak's ouster in the uprising.

The 60-year-old, U.S.-trained engineer comes into office knowing little about his authorities and what he can do to resolve security and economic crises and meet the high expectations from the country's first popularly elected leader.

The contours were emerging of a backroom deal between the military and the Brotherhood that led to the ruling military council blessing Morsi as president. One mediator said negotiations are still under way to hammer out political understandings.

Emad Abdel-Ghaffour, the head of the ultraconservative Islamist party Al-Nour, said in the week between the June 16-17 presidential runoff and the announcement of the winner on Sunday, many politicians tried to mediate between the Islamists and the generals to defuse a political crisis.

"There was an easing (of tension)" when the elections results came through, he said. But discussions are still under way to clarify the authorities of the president and the military. And one of the immediate sticking points is the dissolution of the Muslim Brotherhood-dominated parliament by a court order, days before the presidential runoff.

As polls closed on June 17, the ruling Supreme Council of the Armed Forces announced constitutional amendments that shocked the Brotherhood and many other political activists who took part in the uprising 16 months ago.

The ruling generals gave themselves sweeping powers that undercut the authority of the president. That followed a government decision that granted military police broad powers to detain civilians. The military council, which promised to transfer power to an elected leader by July 1, said the moves were designed to fill a power vacuum and ensure that the president doesn't monopolize decision-making until a new constitution is drafted.

Two days before the runoff, a court packed with judged appointed by the Mubarak regime also dissolved the country's first freely elected parliament. The military council followed by declaring it was now in charge of legislating.

Closed-door meetings between Brotherhood members and the ruling generals as well as mediation from different groups, including pro-reform leader Mohammed ElBaradei, aimed at easing the crisis and defusing a political stalemate.

Brotherhood members said the election results, delayed for four days, were held up by authorities as a bargaining chip to reassure the generals in the face of mounting Brotherhood opposition to the military's tightening grip and the group's rise to power.

Former presidents were sworn in by parliament. But with the parliament dissolved, it was not clear where Morsi will be sworn in. Authorities say he could be sworn before the country's highest court, but his supporters are pressing for parliament to be reinstated, arguing that the court decision only disputed a third of the house's seats.

Abdel-Ghaffour said discussions with the generals centered on the Brotherhood's argument that only the disputed third of parliament be dissolved because it was that portion that was elected based on articles deemed unconstitutional. Independent and party members competed for a third of the 498-seat house, which the court said violated rules of equality between candidates.

Brotherhood lawyers say another court, Egypt's highest administrative court, is likely to back their claim.

"This is likely to happen," said Abdel-Ghaffour, whose Islamist party won 25 percent of the dissolved parliament seats in addition to the Brotherhood's nearly 50 percent. "A third of parliament can be dissolved and re-elected in 75 days."

The speaker of the dissolved parliament met with the No. 2 general on the military council, Chief of Staff Gen. Sami Anan, twice since the court decision on June 14.

Abdel-Ghaffour also said talks centered on reassurances the generals were seeking regarding the Brotherhood's control of the new government, including demands that Morsi appoint a prime minister who is a technocrat from outside the Brotherhood.

The stickier issue of drafting the constitution was also raised as well as fears over who controls the key foreign and defense ministries. The generals' new declaration ensures the military appoint the defense minister and control all issues regarding military personnel.

Before parliament was dissolved, a panel appointed by the legislature was supposed to be in charge of drafting the new constitution which would determine the role of Islam in legislation, Egypt's future political system and the role of the military.

In the recent power grab, the ruling generals gave themselves, the prime minister, judges or a fifth of the panel members the right to veto details of the constitution that will be drafted, curbing the powers of Islamists to control the process. The parliament-formed panel is expected to meet Tuesday, and Abdel-Ghaffour said it is expected to continue its work.

"Both sides want reassurances," Abdel-Ghaffour said. "But there is a will for the caravan to keep moving," he said, using an Arabic expression.

In his first speech after being named president, Morsi called for national unity and pledged he will be a "president for all Egyptians." In an effort to heal national divisions, he vowed to appoint diverse deputies including a woman and a Christian. He also has reached out to other presidential hopefuls who got significant support in the first round of elections.

His spokesman Ali said Morsi wants to form a national coalition government that will bring in technocrats and representatives of a broad variety of political factions. But that is likely to take time, Ali said.

Thousands of Morsi supporters, backed by some liberal and secular youth groups who drove the uprising, vowed to press on with their protest in Tahrir Square to pressure the ruling generals to rescind their decrees and reinstate parliament. Tens of thousands spent the night in Tahrir in joyous celebration of Morsi's win. But by morning, the crowds had thinned considerably.

But Brotherhood officials said the protests will continue until the military responds to their demands.

The military-backed government, headed by Kamal el-Ganzouri, resigned Monday, according to legal tradition. The military council asked it to stay as a caretaker government, state TV said.

Morsi faces enormous challenges of improving the economy and maintaining law and order ? both of which deteriorated in the post-Mubarak period. His victory is a stunning achievement for the Muslim Brotherhood, a shadowy organization repressed by successive regimes.

He is Egypt's first civilian president ? his four predecessors all came from the ranks of the military.

Workers search for victims of Canada roof collapse

ELLIOT LAKE, Ontario (AP) ? Workers labored into the night to enable a search for victims after at least one person was feared dead and another trapped inside the rubble when a roof collapsed at a mall in northern Ontario, authorities said.

Workers were unable to reach anyone Sunday because the structure was too unstable. They said it would take until early Monday morning before the area was deemed safe enough for rescue teams to go back in. Images taken with a camera show a hand and foot in the dusty debris, said Ontario Provincial Police Insp. Percy Jollymore.

Fire officials heard tapping Sunday morning in another part of the rubble, but nothing had been heard for hours. They said they also tried to reach that person by drilling through a wall, but found the structure too unsafe to risk entering far enough inside.

"Some of our search members this morning heard a couple of taps," said Bill Needles, a spokesman from the Heavy Urban Search and Rescue team which travelled from Toronto. "They called for a quick silence on the site and there was a couple more taps. That was an indication to us that we were dealing with a rescue."

He said the operation was still a rescue mission and they were still hoping to find people alive.

Police compiled a list of nine people missing since the collapse Saturday, but the names were being crossed off as members of the community accounted for their loved ones.

At least 22 people suffered minor injuries in the roof collapse Saturday afternoon at the Algo Centre Mall in Elliot Lake.

A special emergency crew was working to stabilize the scene, but authorities said the process could take another 12 hours.

A portion of the roof that serves as a parking area crumbled down two floors into an area near the food court, leaving behind a gaping hole which was 12 meters (39 feet) by 24 meters (79 feet). It also downed hydro lines and triggered a gas leak.

Emergency officials quickly cleared out the mall and closed surrounding roads. Mayor Rick Hamilton declared a state of emergency.

Ontario Premier Dalton McGuinty said he was in touch with Elliot Lake's mayor and thanked emergency crews in the city for their efforts.

"As we anxiously wait to learn more about anyone thought to be missing in Elliot Lake, our thoughts and prayers are with their families, and also with those who have been injured and indeed with the entire community," McGuinty said in a statement.

Hope mingled with frustration in the close-knit community as residents waited for news.

"There's a fair amount missing," said Heather Richer, who owns a restaurant in the mall and was at work when the collapse took place. "I'm hoping everyone's found, but I'm giving up hope on whether they're going to find them alive."

Richer, who was particularly concerned about an acquaintance who was unaccounted for, described Saturday's thunderous collapse as a nightmare.

"It was almost like a little mini earthquake, like a big bang, and then gone," she said. "There was nothing there. Everything started to cave in, water was pouring out of the pipes."

Joe Drazil, a Zellers store employee, said several cars appeared to have fallen through the gaping hole near some escalators.

"You can see the roof with the cars hanging inside," he said. "Everybody was cleared from the whole mall. After that, there was numerous police and emergency vehicles coming from all over."

Shopper Jean-Marc Hayward was having coffee when the roof collapsed about 20 feet (6 meters) from him. He said a big hunk of concrete tumbled down through two floors and that it sounded like an explosion. "It was a big loud crash. It didn't just go down one floor it went down two floors," he said.

Hayward said a lottery terminal kiosk was located directly under the roof that caved in.

Hayward said he saw one man with a bloody face. A dwarf who has trouble with his legs, Hayward said he couldn't run out. "I was sucking in dust," he said.

Hayward and others have said the mall roof has leaked water for some time. There have long been buckets and tarps around the mall to collect leaking water, Hayward said.

"It's obvious there has been a lot of damage in the structure because of the water," Hayward said. "A couple of years ago they said they fixed all the leaks in the mall, but they didn't. You could tell every time it rained."

Stephan Powell of Toronto Fire Services could not confirm if rescue officials had been briefed about the water leaking issue.

Levon Nazarin, the mall's owner, choked back tears as he read a statement to community members on Sunday.

"To those who have been injured and to those families with missing individuals we offer our deepest sympathies," he said.

Community members expressed anger to town officials for not doing something about the constant leaks.

The two-level mall in this northern Ontario community is approximately 200,000 square feet (18,580 sq. meters). It houses a grocery store, restaurants, a number of retail outlets, a hotel, and the constituency office for a member of the provincial parliament.

Rhonda Bear, a spokeswoman for the mall, which is run by Eastwood Mall Incorporated, referred all questions on the collapse and the condition of the mall to its lawyer, who could not immediately be reached for comment.

"All our concern right now is our prayers are with the families," Bear said.

Successful restaurants follow Hooters' formula

The waitresses at Twin Peaks wear skimpy plaid tops that accentuate their chests. In case you didn't catch the joke, the chain's logo is an image of two pointy, snow-capped mountains. And the sports bar doesn't stop there: It promises "scenic views."

Twin Peaks owner Randy DeWitt downplays all of that and insists that the appeal of the restaurant goes beyond the obvious. Hearty meals and a focus on making customers feel special, he says, are what really keeps them coming back.

"We believe in feeding the ego before feeding the stomach," he says. Or as the website of the mountain lodge-themed restaurant states, "Twin Peaks is about you, 'cause you're the man!"

Twin Peaks is part of a booming niche in the beleaguered restaurant industry known as "breastaurants," or sports bars that feature scantily clad waitresses. These small chains operate in the tradition of Hooters, which pioneered the concept in the 1980s but has struggled in recent years to stay fresh.

Instead of relying on lust alone, the new crop of restaurants is growing by offering new themes (think: rustic lodges and Celtic pubs) and varied menus (think: pot roast and shepherd's pie instead of just burgers and wings). In other words, they're hoping maybe people really are coming in for the food.

The nation's top three "breastaurant" chains behind Hooters each had sales growth of 30 percent or more last year, according to Technomic, a food industry research firm. They still represent less than 1 percent of the nation's top restaurants, but the upstart chains are benefitting as other mid-priced options like Applebee's and Bennigan's have experienced declines during the economic downturn.

"The younger crowds want to go to a newer place, not where mom and dad took them," says Darren Tristano, an analyst at Technomic.

Tovan Adams says he frequents Tilted Kilt Pub & Eatery in Tempe, Ariz., where waitresses wear matching tartan mini-skirts and bras that fit in with the restaurant's Celtic theme. He even brings his daughters, ages 6 and 9, with him for lunch.

"If you come in the evening, you'll see a lot of kids here," says Adams, an electric engineer who likes the menu's variety. "Everyone's still got their clothes on. If you go to the beach, it's a lot worse than being here."

Lynette Marmolejo, a college admissions worker, dropped in at the Tilted Kilt for the first time recently. She likes that the restaurant is dominated by the "corporate crowd" rather than the "college crowd." And she says the half-dressed waitresses don't bother her.

"Prices and the food ? if those are good, I don't care what anybody's wearing," Marmolejo says.

Tilted Kilt, which serves dishes such as shepherd's pie and "Irish nachos" (potato chips instead of corn tortillas), had annual sales of $124 million last year, reflecting growth of 33 percent. And by the end of this year, the company expects to have 95 locations, up from 57 at the end of last year.

That growth is one reason Tilted Kilt CEO Rod Lynch, bristles at the "breastaurant" moniker. He says the word implies that the company's success is based purely on sex appeal. To the contrary, he says his customers ? about three-quarters of whom are men and of the average age of 36 ? consistently say the experience is about far more.

Tilted Kilt doesn't go so far to call itself a family restaurant. But Lynch understands the risks of crossing a certain line.

"We want to be very PG-13," he says. Its "class in all things" motto also means servers can't have tattoos, piercings or dyed hair.

Rose Dimov, a 22-year-old waitress at Tilted Kilt, says her job is no different from any other waitressing gig; make guests feel special and ensure they have a good time. As an aspiring ballroom dancer, she also says she's not fazed by the revealing outfit that comes with the job.

"Going to a restaurant should be an experience," Dimov says. "We're entertainers."

Although the name might suggest otherwise, the owner of Mugs N Jugs in Clearwater, Fla., says his place also is like any ordinary restaurant with entertainment. Sam Ahmad says his game room, pool table and karaoke are why 40 percent of his customers are families.

Sales at the restaurant grew to $3 million in 2008, from $700,000 in 1998, Ahmad says, but have since declined because of the recession. After selling a second location to a franchisee last year, Ahmad is looking to find others who want to open franchise locations under the Mugs N Jugs banner.

As for the tank tops and shorts the waitresses wear, Ahmad says they don't reveal too much. And those photos on the Mugs N Jugs website showing waitresses leaning over a pool table? Ahmad explains they are purely for marketing purposes.

"They're at an angle because they're at a pool table," he says. "When you're in the restaurant, you won't see that. She'll be standing."

Taking a cue from its much smaller rivals, Hooters is also making changes.

The company opened its first location in 1983 in Clearwater, Fla., with waitresses sporting the now famous tiny orange shorts and tight white tank tops. The chain grew rapidly at first but has struggled in recent years. Sales have fallen steadily since peaking in 2007 at $960 million, as the menu and decor grew stale.

Last year, a group of private investors bought the chain of 365 restaurants and decided to try to revive the business. In February, Hooters opened a renovated location in Atlanta to showcase its new look with upgraded TVs, an outdoor bar and a covered patio. Remodeling is slated for another six to eight restaurants this year.

In April, Hooters also beefed up its menu with items that include a Baja burger, buffalo chicken sliders and a spinach and shrimp salad. The idea is to offer dishes that draw new customers, says David Henninger, Hooters' chief marketing officer. Currently, more than three quarters of Hooters customers are male, with an average age of 45.

As part of the effort to improve its image, Henninger says Hooters is looking to showcase the life stories of its servers, many of whom are studying to go on to professional careers.

"The public can be misinformed about what we do," says Henninger, who was hired this year. "They jump to their own conclusions."

Without explaining how, he says the "curious" name of the restaurant could easily be misinterpreted. He says that the name is "part of the fun" and is about being "in on the joke."

No matter how hard they try to open their doors to a broader audience, Hooters and its rivals remain the subject of criticism. "If it's an adult entertainment business, that's fine," says Mona Lisa Wallace, president of the San Francisco chapter of the National Organization for Women. "Where they're crossing the line is when they expose young children to the objectification of women."

Not every chain is defensive about the reputation of breastaurants.

At Twin Peaks, based in Addison, Texas, sales last year grew 35 percent to $44 million from the previous year, according to Technomic. Owner DeWitt touts the 22-restaurant chain's amenities but is under no illusions about the main attraction.

Waitresses, for instance, vary their costumes for special occasions. Around the holidays, servers dress up like Santa's little helpers. Around Easter, they dress up like bunnies.

"We hire only spectacular talent," says DeWitt. "They have to fit into that costume."

Powerful career women who hold top jobs in law, medicine and business are slimming down, according official? figures.

They are the only social group to lose weight in the past 15 years while the study reveals everyone else is growing fatter.

New data from the National Obesity Observatory (NOO) shows that 15 per cent of professional women were obese in 1997, but that figure had fallen to 14 per cent by 2008.

NOO, which has monitored obesity issues in the UK since 2007, highlighted how the percentage of professional men classified as fat rose from 15 to 20 per cent between 1997 and 2008.

Two reasons were said to behind? the trend for slimmer women - they are still judged on their appearance rather than skill and their ambition to be better than their male colleagues.

Professional women are aware of a bias against those who are overweight, according to? Andrew Hill, professor of medical psychology at Leeds University.

He said: 'Appearance is the most important attribute for women in our society. Valuing them only for their appearance is a way for me to subjugate them

'There's no doubt that to be fat in our current society is a disadvantage particularly if you are female.'

Barrister Helen Jackson, who weighs 16 stone, told the Sunday Times that obese male lawyers were accepted in her profession but female ones were not.

'The pressure on women to look the part has definitely got worse since I was called to the bar in 1975,' she said. 'Women now are slaves to their appearance more than they ever were.'

In a survey published last month in Manchester and Melbourne, Australia, fat women scored worse in an assessment of their leadership potential.

The 12 candidates - six obese and six slim - had identical educational CVs, but those who were overweight were judged more poorly by volunteer student who took part in the study.

Thousands evacuate after shooting sparks Utah fire

SARATOGA SPRINGS, Utah (AP) ? Thousands of residents whose homes were in danger of being threatened by a Utah wildfire have had to find shelter elsewhere as strong winds fueled a blaze that officials believe was started by target shooters.

Residents of at least 2,300 homes in northern Utah were evacuated Friday, a day after the more than 6-square-mile fire started near the Saratoga Springs landfill, about 40 miles south of Salt Lake City. High winds then helped fan the flames onto tinder-dry grasslands.

Authorities were initially worried as flames moved toward property owned by an explosives company, but the focus turned to saving homes as winds kicked up and the fire moved toward Saratoga Springs.

Forecasters expect strong winds to persist through the weekend.

On Friday, fire officials were calling in additional aircraft and extra ground crews.

Utah County Sheriff Jim Tracy said he feared the fire could take down the area's power grid, shutting off electricity to up to 7,000 homes.

"Several power poles and transformers ... up and down the fire lines have burned," Tracy said Friday evening. "If the fire gets a couple more critical poles and drops that grid, wires down on the ground, it will black out this entire area."

Bureau of Land Management spokeswoman Teresa Rigby said the 2,300 houses evacuated include residents who voluntarily left, along with those ordered to leave.

BLM officials say they believe the blaze was caused when a bullet hit a rock and sparked the fire. This is the 20th target-shooting related fire this year in Utah, they said.

One firefighter had suffered minor burns, and no structural damage had been reported, said Jason Curry, a spokesman for the Utah Division of Forestry, Fire and State Lands.

A continued mix of hot, windy and extremely dry conditions has raised the fire danger across Utah and parts of Wyoming, Arizona, Nevada and Colorado.

At a wildfire burning on more than 69,000 acres in northern Colorado, some homes were being evacuated Friday because of several spot fires started by winds outside the main fire. Some of those residents were evacuated after the fire flared up on Sunday and had only returned home Wednesday.

The mix of conditions that makes it easy for new fires to start and spread and cause existing fires to flare up is expected to last through Saturday there.

The fire west of Fort Collins has now destroyed at least 191 homes. It's also blamed for the death of a woman found dead at her ranch.

In southern Colorado, a new 300-acre fire near Mancos was threatening at least 10 structures and prompted officials to evacuate some homes east of town, federal officials said.

Gov. John Hickenlooper's office said he signed executive orders releasing $6.2 million more in state disaster money to fight the fire and two others.

The northern Colorado fire will have $5 million more available, on top of $20 million made available by a previous order. The fire has qualified for 75 percent federal reimbursement for firefighting costs, Hickenlooper's office said. A fire near Lake George will get $1 million, and the Stuart Hole fire in Larimer County will receive $200,000. The disaster money is coming partly from reserve funds.

Elsewhere:

? In Colorado, heat and low humidity is also a concern at the 1,150-acre wildfire burning near Lake George, which is 57 percent contained. A fire burning for over a month near Pagosa Springs has grown by about 1,300 acres. Two ranches have been evacuated.

? In Nevada, a wildfire that has charred nearly 12,000 acres of rugged terrain in northeast Nevada near the Utah line is 60 percent contained. It was started by a planned burn that escaped June 9.

? In Wyoming, crews were preparing safety zones where firefighters can flee in case a wildfire that has scorched more than 4.5 square miles in Medicine Bow National Forest makes a run. It's 10 percent contained.

? In New Mexico, a fire that has destroyed 242 homes and businesses, the largest in state history, has blackened 463 square miles in the Gila Wilderness and is 80 percent contained. Meanwhile, a 360-acre fire along the Rio Grande on the northern edge of Albuquerque was 50 percent contained. Nearby residents were on alert, but no one has been evacuated.

? In Arizona, officials battling a wildfire in eastern Arizona say they're prepared for high winds and low humidity. Firefighters have created containments lines around the community of Young and burned out fuel ahead of the fire. Crews are reinforcing those lines and patrolling for spot fires. The Poco Fire is nearly 12,000 acres and 25 percent contained. More than 740 people and several helicopters are fighting the fire.

? In Hawaii, the largest wildfire of the season has scorched at least 5,200 acres on the Big Island.

Justice Department sues fundamentalist Mormon sect for discrimination

The US Justice Department alleges that the?Fundamentalist Church of Jesus Christ of Latter-Day Saints (FLDS), which?controls most of the law enforcement and other government services in two adjacent communities, discriminates against those who are not members of the polygamous?sect.

The FLDS, which broke away from the Church of Jesus Christ of Latter-day Saints (the Mormon Church), and actively practices polygamy, controls most of the law enforcement and other government services in those two communities in the Southwest. It is charged with discriminating against those who are not members of the FLDS.

The Justice Department complaint alleges that the cities? joint police department ?routinely uses its enforcement authority to enforce the edicts and will of the FLDS; fails to protect non-FLDS individuals from victimization by FLDS individuals; refuses to cooperate with other law enforcement agencies? investigations of FLDS individuals; selectively enforces laws against non-FLDS; and uses its authority to facilitate unlawful evictions of non-FLDS, among other unlawful conduct,? according to a statement issued late Thursday.?

?The complaint also alleges that Colorado City, Hildale, Twin City Water Authority and Twin City Power have denied or unreasonably delayed providing water and electric service to non-FLDS residents, and that the municipalities refuse to issue building permits and prevent individuals from constructing or occupying existing housing because of the individuals? religious affiliation,? according to the Justice Department statement.

The Mormon Church (LDS) officially abandoned polygamy (or the taking of ?plural wives?) more than a century ago as a condition for Utah being granted statehood. But break-away groups numbering an estimated 30,000-50,000 individuals, most of them in Utah and other parts of the Southwest, have continued the practice.

?The Mormon Church excommunicates members who are publicly revealed as polygamists,? writes Debra Weyermann in a lengthy cover story in the current issue of High Country News magazine. ?But it has refused to condemn the FLDS, even though its spokesmen have often been asked to do so.?

Ms. Weyermann, a former reporter for the Arizona Daily Star, is the author of ?Answer Them Nothing: Bringing Down the Polygamous Empire of Warren Jeffs,? a book about the FLDS.

FLDS leader Jeffs is currently serving a life sentence in Texas for two counts of sexual assault of a child ? girls ages 15 and 12 who were taken as his ?brides? in a ?spiritual marriage.?

Still, Jeffs (who, before his capture, was on the FBI's list of "Ten Most Wanted Fugitives") is widely believed to direct FLDS activities in Colorado City, Hildale, and elsewhere from his prison cell, including the assignment of wives.

"The cities' governments, including the Marshal's Office, have been deployed to carry out the will and dictates of FLDS leaders, particularly Warren Jeffs and the officials to whom he delegates authority," the Justice Department lawsuit states.

In 2008, 465 children were removed from the FLDS?Yearning for Zion ranch?near?Eldorado, Texas, resulting in the biggest child custody case in?US?history. Authorities determined that at least several dozen underage girls already had children, were pregnant, or both. Following legal challenges and a period of foster care while child protection authorities investigated the cases, most of the children were returned to their families.

Nomura analyst Rick Sherlund drops this nugget in a note today:

Separately, our industry sources tell us that Microsoft may be working with a contract manufacturer to develop their own handset for Windows Phone 8. It is unclear to us whether this would be a reference platform or whether this may be a go-to market Microsoft branded handset. We would not be surprised if Microsoft were to decide to bring their own handset to market next year given that Microsoft has decided to bring to market their own Windows 8 ?Surface? tablet/PC products.

There are two reasons Microsoft might make its own hardware:

  • It has to figure out how to make money from mobile software. It doesn't charge much for Windows Phone licenses. It could make more money selling phones like Apple.
  • Its biggest partner is on the cusp of collapse. Microsoft has tied itself to Nokia which is very close to collapsing. If Nokia does fall apart, then Microsoft will need a plan B.

The Psychology of Middle School Kids Bullying a Bus MonitorWith over 1.6 million views at the moment, this video ? filmed by one of the students who was apparently involved in the incident ? shows a small group of middle school students in Greece, NY bullying Karen Klein, a 68-year-old grandmother and Bus #784?s unfortunate bus monitor.

Klein is shown crying in the video, while the kids hurl profanity and insults at her. Klein reportedly said the comment that hurt the most was when a student told her she is so ugly that her kids ?should kill themselves.?

Klein?s son committed suicide ten years ago, according to Metro.

While the school district makes noises about all the kids involved facing ?disciplinary action,? the question remains ? how did we get here? How did this bullying situation occur, and why did it occur?

The answer is a little more nuanced than you may appreciate.

Bullying has been a rising problem among children and teenagers for years. The Internet?s (often false) sense of anonymity has amplified this trend in the past 10 years. Pair it with a teen?s inexperienced (and often poor) judgment, and you have an recipe ripe for growth.

School districts that don?t have a proactive anti-bullying program in place may often find themselves at a disadvantage when an incident like this happens. But most school programs don?t address this kind of opportunistic bullying ? a group of kids bullying a lone adult.

The video (below) captures a confluence of factors which provided an opportunity for the 10 minutes of bullying to occur:

  • The lone adult around them was vulnerable.

    Young teen bullies have a sixth sense when it comes to vulnerability, no matter the person?s age. The person in the video viciously attacks Karen because he?s a pro at identifying Klein?s weaknesses. The fact that the group is attacking an adult doesn?t even seem to enter into the equation.

  • The adult was a senior citizen.

    Undisciplined children and teenagers today, more so than at any previous point in history, have virtually no respect for senior citizens. Whether it?s because they were never taught it, or believe the older people have nothing of interest to offer them of relevance to their lives, it?s not clear.

    But when a child or teen isn?t taught to give at least a modicum of respect people who are seniors, they may believe there?s nothing wrong with insulting them.

  • The adult was apparently given no real authority to discipline the children.

    Putting an adult into a situation where they are meant to police children, but making them powerless to actually do so, is a situation just begging to be exploited. Some young teenagers are very aware when adults have no real authority over them. These teens will then sometimes take advantage of such a situation when the moment presents itself.

    If the point of a ?bus monitor? is to sit there and help keep kids on a bus more under control leaving the bus driver to the important ask of actually driving the bus, then the bus monitor must be given a set of tools they can use to enforce appropriate behavior on a moving, motorized vehicle. Just plopping an adult into a moving room of 60 kids isn?t going to have the same effect it might have had 30 or 40 years ago.

  • The environment provided the opportunity.

    In normal situations, a group of teens wouldn?t dream of bullying an adult at their school for 10 minutes straight. But put kids on a bus, and suddenly kids have unfettered access with very little oversight until their stop. This has long been a recipe for disaster that school districts for decades have been aware of (it was little different when I went to school and was bused into the neighboring inner-city for desegregation).

    What?s different is that parents are providing less discipline at home and expecting schools to do more with less. Parents today are often more likely to back up their kids in disputes with schools, rather than taking the school?s side in a dispute or discipline problem.

    This provides a simple message to some teens and kids ? ?I can get away with murder, and my parents will back me up.? Allowing inappropriate behavior without consequences is a very good teacher.

  • The environment reinforces a ?mob mentality.?

    ?When people are part of a group, they often experience deindividuation, or a loss of self-awareness,? says Tamara Avant, Psychology program director at South University ? Savannah. ?When [this happens], they are less likely to follow normal restraints and inhibitions and more likely to lose their sense of individual identity.?

    ?Groups can generate a sense of emotional excitement, which can lead to the provocation of behaviors that a person would not typically engage in if alone.?

    But mob mentality doesn?t form every time you get a group of kids together. So why did one form this time?

    ?First, many people believe they cannot be held responsible for violent behavior when part of a mob because they perceive the violent action as the group?s (e.g., ?everyone was doing it?) rather than their own behavior,? notes Avant.

    ?Second, physical anonymity also leads to a person experiencing fewer social inhibitions. When people feel that their behavior cannot be traced back to them, they are more likely to break social norms and engage in violence.?

    Teenagers often have a very poor sense of judgment, since they lack enough experience to know when their behaviors can be traced back to them. This group of teens, who took the video and posted it to one of their own Facebook pages, obviously thought it would never be seen outside their group of friends. So they felt more empowered to act like farm animals than human beings.

  • The bus driver didn?t provide back-up the bus monitor.

    If the bus driver had been paying attention, they would?ve provided needed back up to the bus monitor. For reasons that remain unclear, the only other adult on the bus apparently ignored the situation.

There?s plenty of blame to go around in this incident. The school district needs to provide better tools to adults if they?re going to put them into these kinds of situations. Parents need to step up and recognize that their failure to parent ? or rely on others to provide the discipline and skills to their children ? contributes to situations like this. And most of all, the teens directly involved in this incident must learn that bad behavior has very real consequences. Poor judgment in a moment like this will reflect on them for the rest of their lives.

And we mustn?t kid ourselves that this is a lone incident. This sort of bad behavior goes on everyday, on dozens of buses around the U.S., in many, many more communities. The only reason we know of this incident is because one of the students involved had such poor judgment, they decided to film it.

Our hearts and prayers go out to Karen Klein, and we wish her all the best in her future life (made all the more richer by the donation fund below).
