Bank of Canada says household debt is biggest risk

OTTAWA (Reuters) - Monetary policy remains very stimulative in Canada, a senior central bank official said on Wednesday, while also pointing out that excessive household borrowing is the biggest domestic risk to the economy.

The comments in a speech by Bank of Canada Deputy Governor Agathe Cote highlight the dilemma facing the bank as it weighs the need to lift interest rates to curb soaring personal debt against the need to keep the easy money flowing at a time of global uncertainty.

"Monetary policy remains very stimulative to counter external headwinds," Cote said, according to a slide presentation published on the central bank's Web site just before she spoke to a business audience in Rimouski, Quebec.

Europe is stagnating and the U.S. recovery is the slowest since the Great Depression she said, repeating the bank's justification for why it has kept its benchmark interest rate at an extraordinarily low 1 percent for over two years.

Despite that outlook, the bank has been signaling since April that it wants to raise interest rates, the only one in the G7 major economies to do so. Last month Bank of Canada Governor Mark Carney said the need to lift rates had become less imminent while still saying the next move would be up, not down.

Carney has expressed alarm over the sharp rise in the debt-to-income ratio for households to a record 163 percent in the second quarter, higher than in the United States or the United Kingdom, and near levels seen in the United States just before the housing crash.

The debt problem, combined with a hot housing market, prompted the government to tighten mortgage rules in July for the fourth time in as many years. There have been some signs that Canadians are not accumulating debt as quickly and that the housing market is cooling.

Carney said last month he could use monetary policy to deal with the debt problem but only as a last resort. He said there were "mixed signals" on the housing and debt issue and that more time would tell whether enough had been done.

Ever Thought About a Treasure Hunting Adventure?

Treasure hunting may be something that you dreamed about as a child, but did you know that you can do the real thing when you are an adult? Plenty of us had dreams about uncovering vast vaults of gold and riches when we were young, but the truth of the matter is that while these dreams were a little far-fetched, the reality proves to be even more intriguing. Plenty of people have made thousands of dollars from simply wandering around armed with a metal detector, and there is plenty to recommend this entertaining past time.

While you probably won't be stumbling on to any lost tombs, there is plenty to find out there if you only know how to look. Plenty of people buried their worldly goods, and for one reason or another, they may not have been able to return to them. People have found everything from gold coins to precious antiques through casual treasure hunting; in some cases, you'll even find some very modern treasure in the form of lost watches and jewelry.

When you want a good excuse to get out of the house and out into the open, bring a metal detector and a sense of adventure with you. Scour beaches and other areas as you are doing nothing more complicated than walking. You never know when someone has left something behind that you are going to be interested in, and you never know what each new walk will bring. While you'll definitely be finding lots of junk and lots of things you were not sure that anyone wanted, it will only heighten your interest in the important things that you find.


Treasure hunting is a hobby that you can mold to suit your needs and your desires. Some people devote vast proportions of their time to treasure hunting, taking their kits with them wherever they go. Other people are much more casual, simply taking their detectors with them on walks in likely places. The truth of the matter is that in some cases, it is all a matter of luck and fate. You never know when you are going to find something impressive or important!

Take a moment to think about where you like to wander. The desolate places that people have left behind, or even the normal places where people walk every day can be hiding fascinating finds and historical treasure. Take a moment to learn more about the history of your area; in many cases, you will find that the people who have lived there previously have left their mark in terms of the treasure they left behind them.

Treasure hunting is a sport that can be fantastic for the whole family. It gets everyone invested in looking actively around them, and it is also a good choice for getting everyone up and out of the house. Think about taking your children treasure hunting and helping them learn more about the history of your areas.

When you want to go treasure hunting, remember that the sky's the limit. You never know what you are going to find, so find out how to get started!

DC brings day-one comics to Kindle, other bookstores

Glossy paper may still be the medium of choice for comic lovers, but DC is making sure they can enjoy their "Aquaman"?and "Green Lantern"?books on tablets and PCs as well. From now on, every title's monthly number will appear on the digital?bookshelves of?Amazon, Barnes & Noble, and Apple the day they hit newsstands.

Graphic novels and collections can be found on those bookstores, and of course there are comics-centric apps like Comixology on which many comics are released concurrently with the print versions. But this expansion into three major mainstream e-bookstores will let users collect their comics in the same place they have their media?and regular e-books.

Digital comics have been a long transition for both DC and its perennial rival, Marvel, which have struggled with platform and piracy issues for years. But DC reports that digital sales have nearly tripled over the last year, which no doubt helped make the move to bigger venues happen.

The increasing popularity of tablets might help account for this growth, as well as more convenient and ubiquitous online purchasing of media.

The impact of this on brick-and-mortar comic stores, for which monthly paper comics are an income staple, will be seen over the next year. Some paper editions come with a download code for the digital version, so it's still worth going to the shop, but it's possible they may share the fate of other small bookstores and disappear.

Keep an eye out in your favorite e-bookstore for the latest DC titles ? and don't be surprised if Marvel's heroes show up there before long as well.

Atom-Thick Layer Keeps Silver Shiny

Getting out grandma?s good flatware for the holidays? Then you?re probably dreading the time it takes to polish all that silver. Now imagine you?re in charge of the Silver Collection at the Metropolitan Museum of Art!

Fortunately for art conservators everywhere, scientists are hard at work on a process that may help keep silver shiny?and with a lot less elbow grease. Researchers at the University of Maryland, College Park, together with the Walters Art Museum in Baltimore, are using nanotechnology to prevent that nasty sulfide tarnish from forming. The method, called Atomic level Deposition, coats silver objects with a protective oxide film in layers just a single atom thick. Researchers discussed it at the recent 2012 AVS International Symposium, which covers materials, interfaces and processing. The technique is still being worked out and hasn?t yet been used on priceless works of art. But researchers say that it offers a number of advantages over current methods. For one thing, conventional polishing can remove underlying silver. If the new method measures up, museum curators will surely take a shine to it.

Strong earthquake off Guatemala kills at least 48

SAN MARCOS, Guatemala (Reuters) - A strong earthquake off the coast of Guatemala killed at least 48 people and trapped others under rubble on Wednesday, crushing homes and cars, destroying roads and forcing evacuations as far away as Mexico City.

Most of the dead were buried under debris in San Marcos state, a mountainous region near the Mexican border. Landslides triggered by the 7.4-magnitude quake blocked highways and complicated rescue efforts.

It was the strongest earthquake to hit the Central American nation since 1976, when a 7.5-magnitude quake killed more than 20,000 people.

President Otto Perez, who confirmed the death toll after returning to the capital Guatemala City from a lightning trip to San Marcos, said that as many as 23 people were unaccounted for, while 153 people were being housed in emergency shelters.

"It's very sad to meet people here who are waiting to find their families who are still buried," Perez said in San Marcos. "It's really a tragedy and we will do all we can to help the families that are suffering."

Rescue workers in bright yellow helmets worked through the night pulling bodies from the rubble-strewn streets of San Pedro Sacatepequez, San Marcos, as dazed locals looked on, taking stock of the damage.

"Thank God we're alive," said resident Arnulfo Portillo. "To be honest, there's quite a few families who have been hit badly, but we're a tight-knight community and we'll come out on top."

In San Cristobal Cucho, also in San Marcos, all but one of an 11-member family died, buried under rubble, volunteer fireman Ovidio Fuentes told local radio. Only the 17-year-old son survived.

Local Red Cross chief Carlos Enrique Alvarado said 75 homes were destroyed in the city of San Marcos alone and authorities said damage to the prison forced them to transfer 101 inmates to another jail.

Perez, who announced three days of mourning, said Spain and Venezuela had offered help. Authorities distributed 16,000 emergency rations and mobilized more than 2,000 soldiers to help with the rescue effort. The energy ministry said 73,000 people were left without electricity.

In Guatemala City, 100 miles from the quake's epicenter, the streets filled with office workers forced to evacuate buildings, although most soon returned to work.

"It was really big. I felt quite nauseous," said Vanessa Castillo, 32, a secretary who was evacuated from her 10th floor office in the capital.

Building janitor Jorge Gamboa said: "I was in the bathroom. When I came out the office was empty and I thought, what's happening? They didn't even say goodbye."

The epicenter was 26 miles below the surface, according to the U.S. Geological Survey.

The quake was felt in El Salvador and more than 760 miles away in Mexico City, where some people also fled offices and homes.

The Pacific Tsunami Warning Center said a small tsunami was registered on Guatemala's coast, although there were no reports that it caused any damage.

WASHINGTON (AP) ? President Barack Obama won the reliably Democratic Northeast, and Republican Mitt Romney secured his Republican conservative base Tuesday night in a tense duel for the White House shadowed by a weak economy and high unemployment.

The critical battlegrounds with the key to victory were unsettled ? Virginia, Ohio and Florida among them ? with long lines in many locations after poll-close time.

Romney led in the national popular vote with 13 million votes, or 51 percent, to 12 million or 47 percent for Obama, with 10 percent of the precincts tallied.

Romney also held an early electoral vote advantage, 147-123, with 270 needed for victory, although he lost both his home state of Michigan and Massachusetts, where he served one term as governor.

The economy was rated the top issue by about 60 percent of voters surveyed as they left their polling places, but more said former President George W. Bush bears responsibility for current circumstances than Obama does after nearly four years in office.

About 4 in 10 said the economy is on the mend, but more than that said it was stagnant or getting worse more than four years after the near-collapse of 2008. The survey was conducted for The Associated Press and a group of television networks.

Polls were still open in much of the country as the two rivals began claiming the spoils of a brawl of an election in a year in which the struggling economy put a crimp in the middle class dreams of millions.

The portfolio was comprised of The Vineyards, a 396-unit asset in Katy, Texas; Sandstone Creek, a 364-unit asset in Overland Park, Kan.; Stoneridge Farms, a 364-unit asset in Nashville, Tenn.; and Estancia at Vista Ridge, a 300-unit asset in Lake Lewisville, Texas.

ARA Houston-based Principal David Wylie, along with Vice Presidents, Zach Springer, Russell Jones and Matt Saunders represented Philadelphia-based Resource Real Estate, a national firm specializing in opportunistic and value-add investing in, and financing of, commercial real estate assets with a particular emphasis on multifamily properties, in the sale.? Will Jersey shore ever be the same after Sandy?

SEASIDE HEIGHTS, N.J. (AP) ? It is one of the icons of America, the backdrop to a thousand stories ? the place where Tony Soprano's nightmares unfolded, where Nucky Thompson built his "Boardwalk Empire," where Snooki and The Situation brought reality TV to the ocean's edge and where Springsteen conjured a world of love and loss and cars and carnival lights and a girl named, incongruously, Sandy.

But after the storm of the same name passed through this week, the seaside towns of the Jersey Shore, a place that popular culture has picked to exude Americana, have been upended, and some of the boardwalks have been pushed into the sea.

And those who live there, those who spent their childhood weekends there and those who experience its stories from afar are asking different versions of the same question: What happens now?

"This is just a heartbreaking experience seeing all these places we love that are just decimated," said Jen Miller, a blogger about the Jersey shore who lives in the Philadelphia area. "It's just what you do every summer: you go 'down the shore.'

"The pictures are awful; my heart breaks looking at them," she said. "I run on all these boardwalks. I go over that bridge between Belmar and Avon. It's one of those things you think will always be there. And now it's not."

All along the state's 127-mile coastline, the storm wrecked communities rich and poor, from multimillion-dollar homes in Bay Head and Mantoloking to blue-collar bayfront bungalows. Boardwalks were trashed, a roller coaster dumped into the ocean. The worst damage was nearest the ocean, but winds and water wrecked homes several miles inland as well. Damage assessments were still being made, but thousands of homes were affected.

"Who ever thought they'd see a roller coaster in Seaside Heights in the ocean?" Gov. Chris Christie asked. He vowed to help rebuild the shore, while cautioning it might not look exactly the same.

For many people, the Jersey shore is much more than a place; it's an identity, a brand, an attity-toode. It's the place where Christie got into it with a heckler last summer while eating an ice cream cone as he went out for a stroll with his family.

It's also the economic engine that powers New Jersey's $35.5 billion tourism industry.

The real Jersey shore is the setting for MTV's "Jersey Shore" reality show about a group of foul-mouthed, horny, hard-partying 20-somethings, which has enshrined big hair, fist-pumping and phrases like "Come at me, bro" as part of Jersey pop culture.

A young Jon Bon Jovi shot one of his first music videos atop a rest room pavilion on the Seaside Heights boardwalk in 1985, across from the Sand Tropez clothing stand and Lucky Leo's arcade; Richie Sambora played the guitar solo to "In And Out Of Love" in a Seaside Heights lifeboat.

"It's gone," Bon Jovi said on NBC's "Today" show, hours before he and Springsteen headlined a televised concert Friday to raise money for storm victims. "The entire Jersey shore that I knew is gone."

That Jersey shore is a blend of competing aromas: the fried dough of zeppoles just before the powdered sugar goes on, the extra garlic on pizza slices, the salty spray coming off the ocean and the smell of the chemical protectants they spray on pier pilings to insulate them from water damage.

It's where the click of spinning prize wheels, carnival barkers' shouts and the "pop" of breaking water balloon games compete for attention with boom-box rap, pop and heavy metal from strolling or skateboarding teens.

"When you're a teenager and you get your driver's license, the first thing you do is get in the car and drive down to Seaside Heights," said Marilou Halvorsen, a lifelong shore resident who until recently worked for the company that owned the now-wrecked Casino Pier in Seaside, where the remains of a roller coaster sit half-submerged in the ocean.

"You walk on the boardwalk, you get an ice cream cone, you take your kids on their first carousel ride: Whether you're young or old, these are memories that are part of your life in every stage of your life," she said. "This is the skyline of the Jersey shore. It's a special place, a historic place."

Historic, indeed. Atlantic City built the world's first boardwalk as a way to keep guests from tracking sand into beachfront hotels. A small portion of that Boardwalk ? now uppercased as a formal street name ? was destroyed in the storm, though the Boardwalk in front of the nine oceanfront casinos remained intact.

In Wildwood, the widest beaches in New Jersey ? a half-mile from the boardwalk to the water in some spots ? helped protect the famous boardwalk amusements in what is routinely voted as the Jersey shore's most popular beach. Will Morey, president of Morey's Piers, said his rides sustained some electrical damage from flooding, but nothing that won't be fixed well before Memorial Day.

"This is a part of our culture; it's deep in the soul of Jersey," he said. "The whole Jersey shore phenomenon is pure Americana. Is it the sense of freedom, the sun, the water, the Greek joints and the pizza stands? I think it's a symphony of all these things. It's an authentic experience and a very powerful one."

Morey said it is at least theoretically possible for wrecked attractions such as the Casino Pier in Seaside Heights to be rebuilt by next summer, provided state government cooperates with expedited permits and minimal red tape.

The pounding surf wrecked part or all of boardwalks in Belmar, Sea Girt and Point Pleasant Beach. Walkways in Asbury Park, about which Springsteen often wrote, and Ocean City sustained lesser damage.

Kimberly Blackburn grew up at the Jersey shore but has been living near her husband's family in Joliet, Ill., for the past four years. She described feeling "helpless" over the past week from 750 miles away as she viewed devastating images of the communities she holds dear: Belmar, where she went to high school and took her senior class picture at the 5th Avenue Pavilion; Seaside Heights, where she'd always pick up a pizza from Maruca's; and Point Pleasant Beach, where she constantly hung out with friends and even worked on the boardwalk one summer during college.

"It's like someone washed my childhood away," Blackburn said. "That's how it feels. It's like this storm literally just came and washed it all away."

She now treasures photos of her young daughters taken at Brick Beach over Labor Day weekend, the last time she visited home. And while she believes New Jersey will rebuild the boardwalks and piers "bigger and better than ever," there will still be something missing.

"They can never take the memories away," said Blackburn, briefly breaking down. "But it's never going to be the same."

(AP) ? Three days. Nine states ? give or take. A magic 270 electoral votes. For President Barack Obama and rival Mitt Romney, the final touch-and-go stretch of campaigning is down to the numbers.

New hiring reports or a new jobless rate. Spending totals or early vote totals. Percentage points and rhetorical points. Frequency of stops or size of crowds. In a game of metrics, each camp is looking for that last measure that will separate them at the finish line.

After holding mostly small and mid-size rallies for much of the campaign, Obama's team is planning a series of larger events this weekend aimed at drawing big crowds in battleground states. Still, the campaign isn't expecting to draw the massive audiences Obama had in the closing days of the 2008 race, when his rallies drew more than 50,000.

Obama's closing weekend also includes two joint events with former President Bill Clinton: a rally Saturday night in Virginia and an event Sunday in New Hampshire. The two presidents had planned to campaign together across three states earlier this week, but that trip was called off because of Superstorm Sandy. And, of course, there is always Ohio, the top battleground of them all.

In a whiff of 2008 nostalgia, some of Obama's traveling companions from his campaign four years ago were planning to join him on the road for the final days of his last campaign. Among them are Robert Gibbs, who served as Obama's first White House press secretary, and Reggie Love, Obama's former personal aide who left the White House earlier this year.

Not to be outdone, Romney hosted a massive rally Friday night in West Chester, Ohio, drawing more than 10,000 people to the Cincinnati area for an event that featured rock stars, sports celebrities and dozens of Republican officials. It was a high-energy event on a cold night designed to kick off his own sprint to the finish.

Romney arrived in New Hampshire close to midnight on Friday after an 18-hour day on the campaign trail that took him from Virginia to Wisconsin to Ohio. He was attending a morning rally on the New Hampshire seacoast before making an afternoon appearance in Iowa, and two more in Colorado. He shifted an original plan to campaign in Nevada on Sunday in favor of a schedule likely to bring him back to Iowa, Ohio, Pennsylvania and Virginia.

Aides stress that his schedule is fluid and may change with little notice as they evaluate where his time is best spent.

On Saturday, Obama's first stop was in Mentor, Ohio, then he was campaigning in Milwaukee and Dubuque, Iowa, and ending the day in Bristow, Va. On Sunday, he was taking his campaign to New Hampshire, Florida, Colorado and, yes, Ohio.

Polling shows the race remains a toss-up heading into the final days. But Romney still has the tougher path; he must win more of the nine most-contested states to reach 270 electoral votes: Ohio, Florida, Virginia, North Carolina, Colorado, Nevada, Wisconsin, Iowa and New Hampshire.

Romney has added Pennsylvania to the mix, hoping to end a streak of five presidential contests where the Democratic candidate prevailed in the state. Obama won Pennsylvania by more than 10 percentage points in 2008; the latest polls in the state give him a 4- to 5-point margin. Romney will campaign in the Philadelphia suburbs on Sunday. Obama aides scoff at the Romney incursion, but they are carefully adding television spending in the state and are sending Clinton to campaign there Monday.

The final frenzy of campaigning comes in the wake of Superstorm Sandy that has dominated much of the news coverage for the past several days as New York, New Jersey and Connecticut recover from the brunt of its force. Friday also offered an economic finale to the campaign with the release of October jobs reports that contained better than average economic news but gave both campaigns a talking point. Employers added a better-than-expected 171,000 jobs last month, but the jobless rate ticked up to 7.9 percent from 7.8 percent ? mainly because more people jumped back into the search for work.

In crucial early voting, Obama holds an apparent lead over Romney in key states. But Obama's advantage isn't as big as the one he had over John McCain four years ago, giving Romney hope that he could make up that gap in Tuesday's election.

About 25 million people already have voted in 34 states and the District of Columbia. No votes will be counted until Election Day, but several battleground states are releasing the party affiliation of people who have voted early. So far, Democratic voters outnumber Republicans in Florida, Iowa, Nevada, North Carolina and Ohio. Republicans have the edge in Colorado.

A holographic will is legal in California. There are some stipulations but it is much cheaper. Pretty much just the cost of getting notarized.

We should all plan ahead. Creating a will is one essential step. Also one should create a durable power of attorney for health care. And a power of attorney for property management. If married, your spouse needs an equivalent set of documents. The internet will provide examples.

I am a local Financial Planner and have a lot of experience with estate planning. IF you have any assets, especially a home, you probably should consider a living trust instead of a will, for a variety of reasons. Either way, you should consider calling an estate planning attorney, describe your situation on the phone, see what they suggest and go from there. A local attorney, very professional and a very nice guy is Chris Jones, 1032 SB Street. We refer a lot of our clients to him. He is well respected and will treat you very fairly.

Anyone who owns real property in California should consider a trust in place of a Will, so that probate (through the court system -- time consuming and much more costly) may be avoided. If your estate is worth $150,000 or less and doesn't involve real property, then a Will may be a better choice, however. Chris can help you decide.

A "living will" is not a Will at all -- it is another estate planning tool, an advanced health care directive. This is also very important but does something quite different from disposing of your property.

The "financial planner" who recommends a trust instead of a will is misleading you. Ideally you would have both as they are not and either/or choice. There is a big cost difference. You can prepare your own will but the trust should involve an attorney. Also, the trust will be 30 to 40 pages long and require an attorney to understand it. Yes, I have a trust, but it is not the answer for everyone.

It isn't necessary for a trust to be 30 to 40 pages long! Software will spit one out that long, but an attorney worth his or her salt can hone it down to considerably less than that, under most circumstances, if that's what your needs require. A "pour over Will" is useful with a trust, but not always necessary; which is why talking to a lawyer is important, regardless of whether you do your own documents eventually, or have an attorney prepare them for you.

Go online for a California Advance Directive and print one out for free for your health care wishes.

If your estate is large enough, a "will" will put you into probate court which is a huge expense you may not need. So if these terms are unclear to you, do spend an hour with a competent estate planning attorney first - spend $175 or so for an hour of their time and a list of your questions.

Then decide if you need to DIY or have a lawyer work with you. For basics, there is nothing better than the NOLO press books on estate planning, wills and trusts for general information.

Makes the time more efficient with a lawyer if you don't have to start at the beginning. And if you think you need a "will", you are at the beginning.

It is interesting that the advice seems to ignore the fact that a living will deals with health options--not being hooked up to machines, etc. and has nothing to do with an estate. People should have both documents in place and make copies for family members, and the person's doctor and local hospital should have copies of a living will. Some hospitals, depending on who owns them, might not honor a living will, so be sure of the religious link some hospitals have.
